Putin Approves State Migration Policy Concept for 2026-2030
Russian President Vladimir Putin has approved the state migration policy concept for the years 2026-2030. He has tasked the government with finalizing the implementation plan for this concept by the end of 2025.
According to the concept, authorities will assist foreigners who uphold traditional values in relocating to Russia. At the same time, restrictions will apply to family members of migrants who are neither working nor studying.
Employers will bear the responsibility of providing legal support to foreign labor migrants arriving in Russia. The expected outcome of this concept is a decrease in the number of illegal migrants and crimes associated with them.
It is noteworthy that in January 2025, a decree was signed that tightens the requirements for migrant residency, including adherence to migration regimes and document processing. New entry rules for foreigners will come into effect starting June 30, 2025. Before entering Russia, foreigners must undergo a registration procedure in the unified identification system. This means they must submit an entry application no later than 72 hours before arrival using the 'ruID' mobile application. In emergency cases, this must be done at least 4 hours in advance.
