Man Cuts Off Relative's Genitalia in Germany

A man in Germany has severed the genitalia of his elderly relative. Authorities in Bochum, Germany, were compelled to break down the door of the 66-year-old retiree's apartment after neighbors reported persistent dog barking coming from the residence.
