According to the prosecutor's office, the incident occurred during the parliamentary elections in Armenia on April 2, 2017, when bribes were given in favor of a specific candidate.

On April 21, 2023, a prosecutorial conclusion approved by the supervising prosecutor was submitted to the Anti-Corruption Court along with the case materials. On May 2, it became known that the Anti-Corruption Court had accepted the case concerning Tsarukyan and Arustamyan.
