Who is the Interim Head of the Human Rights Defender: "Hraparak"
“Hraparak” newspaper reports: “Following Kristine Grigoryan's resignation, a second interim head of the Human Rights Defender is being appointed. Previously, this position was held by Vladimir Hovhannisyan, the head of the department for the protection of civil, socio-economic, and cultural rights within the Human Rights Defender's office, since according to the law on the Human Rights Defender, until a new defender is elected, the oldest department head by age must carry out the duties of the position. However, we learned yesterday that Vladimir Hovhannisyan is no longer the interim head; instead, Hrant Jilavyan, the head of the department for the protection of human rights in criminal justice and the armed forces, has been appointed to this position.
Jilavyan began working in the Human Rights Defender’s office during Kristine Grigoryan's tenure, and that department was previously led by the well-known lawyer Aram Sedrakyan during Arman Tatoyan's time, but he left the position with Tatoyan. Jilavyan is 28 years old and currently teaches at the Faculty of Law of Yerevan State University in the fields of criminal procedure and forensics. When asked when he was appointed and why Vladimir Hovhannisyan was replaced, the Human Rights Defender’s staff did not respond and requested a written inquiry. It is noted that the National Assembly did not propose a candidate for the position of Human Rights Defender within the 10-day period; if they do not propose one again in the next 10 days, it is possible that the newly appointed interim head of the Human Rights Defender will serve much longer until the ruling party can find a candidate, which, according to all appearances, is not an easy task.”
