The head of the National Security Service's State Protection Department, Sargis Hovhannisyan, acted personally under the instructions of Prime Minister Nikol Pashinyan, inciting clashes and violence in the National Assembly. This was stated by Tigran Abrahamyan, a member of the 'I Have Honor' faction, on his Facebook page.

“And this is a general, this is a person in uniform. A general who first instructed his subordinates to group together and attack the colleagues surrounding MP Anna Mkrtychan, then personally resorted to violence, dragging her away. For this manifestation of vitality, are you keeping them, I am addressing you, the NSS director? Are you not ashamed of this, or have you deliberately set them up for this job? Has the NSS been reduced to a disgraceful level, and are you the one ensuring our country's security?” wrote Abrahamyan.
