Decision Made Regarding Participants in Mass Disturbances in Gyumri: Investigative Committee

The Shirak regional investigative department of the RA Investigative Committee has completed the preliminary investigation into the criminal proceedings concerning 7 participants of the mass disturbances that took place near the administrative building of the Gyumri Municipality on October 20, 2025. This information has been reported by the Investigative Committee.

“During the preliminary investigation, evident factual data was obtained indicating that a group of employees from the Gyumri Municipality, in preliminary coordination, abused their official powers and performed the tasks of the municipality's advisory leader and the acting head of the department. Subsequently, they contacted the directors of kindergartens operating under the municipality's jurisdiction, instructing them to send children home, close the kindergartens, and come to the Gyumri Municipality to support V. G.,” the committee stated.

Public criminal charges have been brought against Gyumri Municipality employees A. P., A. M., A. G., A. E., B. A., and V. P. under the fourth part of Article 441 of the Criminal Code (abuse of official powers by an official or the influence associated with them, performed by a group of officials in preliminary agreement). Meanwhile, A. D. has been charged under the first part of Article 441.

As a measure of restraint, administrative supervision, bail, a prohibition on leaving the country, and suspension from office have been applied to A. P. and A. M., while B. A. is subject to a prohibition on leaving the country, bail, and suspension from office. The same measures apply to V. P., A. G., A. E., and A. D. concerning the prohibition on leaving the country and suspension from office. The criminal proceedings against the 7 individuals have been sent to the supervising prosecutor for an accusatory conclusion and for further submission to court for examination,” the agency reported.
