Multi Leon Illegally Exploited Areas in Yerevan for Years: Criminal Proceedings Initiated

The State Interests Protection Department of the Prosecutor General's Office has initiated an investigation revealing that based on decisions by the Mayor of Yerevan in 2000 (No. 1810), 2003 (No. 131-A), 2001 (No. 315), and 2003 (No. 91-A), the company "Multi Leon" was granted rental rights for plots of land measuring 4000 sq. meters, 2996.5 sq. meters, 5000 sq. meters, and 800 sq. meters, located respectively at the area adjacent to Admiral Isakov Avenue (current address: Admiral Isakov Ave. 15/10), at the intersection of Leninakan and Janibekyan streets (current address: Shiraz St. 1/1), at the junction close to Tamantsiner Street and Artashat Highway (current address: Tamantsiner St. 97/2), and at the area adjacent to Shiraki Street (current address: Shiraki St. 1/18). This was reported by the Prosecutor's Office.

According to the Government's decision dated May 18, 2006, regarding the regulation of the legalization and management of unauthorized constructions, the public structures in question were deemed property of the city of Yerevan according to the decisions made by the Mayor in 2010, while contracts for land leases signed with them were dissolved on March 12, 2010.

The investigation conducted by the Prosecutor General's Office has revealed that after these properties became the property of the Yerevan community, the mentioned plots of land and buildings were not returned to the community. The company "Multi Leon" has continued to exploit them without any legal basis (since May 11, 2023, the owner of the company has been "Bardzrunk Group" LLC). Furthermore, the company has utilized more than double the allocated area from the 4000 sq. meters plot adjacent to Admiral Isakov Avenue, using 1.08 hectares instead of the designated 800 sq. meters for a gas filling station, while instead of the 2996.5 sq. meters plot at the intersection of Leninakan and Janibekyan Streets, it has taken 4408.46 sq. meters with an office building of 183.5 sq. meters.

Additionally, the company has conducted activities related to the sale of compressed natural gas in those areas without permission, paying rental fees for smaller areas stipulated in previously signed and dissolved contracts. Following the findings of the investigation, the prosecutor has submitted a report on the crime to the Anti-Corruption Committee. A criminal case has been initiated on December 20, 2025, under the first part of Article 308 of the Criminal Code, adopted on April 18, 2003 (abuse of official powers).

Concurrently, the Prosecutor's Office has sent a petition to the Yerevan Municipality to take measures to terminate the unauthorized use of the plots and buildings, which are property of Yerevan city, by “Multi Leon” LLC (since May 11, 2023, under “Bardzrunk Group” LLC), applying liability measures against the company for selling compressed natural gas without a business permit.
