Proposed Exemption from State Duty for Victims of Domestic Violence
Proposals have been made to provide exemptions from state duty payments in courts for individuals who are victims of domestic violence. This applies to those who file appeals against court decisions regarding restraining orders or urgent intervention, divorce proceedings, the exercise of parental rights—including determining the child's place of residence, setting visitation arrangements, participating in child care, upbringing, and education, establishing paternity, and petitions to restrict or revoke parental rights. This was stated by Zaruhi Batoyan, a member of the National Assembly from the "Civil Contract" faction, during a session of the permanent commission on state-legal issues while presenting her draft law on amendments to the "Law on State Duty."
She noted that most victims of domestic violence are women, and the state duty rates for the aforementioned claims can range from 20,000 to 80,000 drams. The commission has given a positive conclusion to the bill, which is planned to be discussed in the upcoming sessions of the National Assembly.
