Prisoners' Hygiene Supplies to Be Reevaluated: New Decision

The government, during its session today, made a decision to reevaluate the quantities of hygiene supplies provided to prisoners in Armenia.

The rationale states that prisoners will be ensured an adequate amount of hygiene products. For this purpose, on October 20, 2025, a circular letter was sent to the Armenian Ministry of Justice's correctional institutions, in which it was instructed to conduct a survey among prisoners and detainees regarding their satisfaction with the provided hygiene package.

Based on that survey, it was decided to implement the following changes to the quantities of hygiene supplies:

  • Instead of 40 grams of hand soap, 80 grams will be provided weekly.
  • Instead of 20 milliliters of shower gel, 30 milliliters will be provided weekly.
  • Instead of 20 milliliters of shampoo, 30 milliliters will be provided weekly.
  • Instead of 6 milliliters of toothpaste, 15 milliliters will be provided weekly.
  • The toothbrush will no longer be provided once a week but rather 4 units annually, and these will be of a new, higher quality for prolonged use.
  • Washing powder will not be provided monthly; instead, it will be supplied at a rate of 40 grams per 1 kilogram of laundry.
  • Women’s hygiene products will be increased from 10 to 20 items monthly.
  • It is also proposed to provide dishwashing liquid at a monthly rate of 100 milliliters, as well as combs, 2 units annually for both men and women.

This initiative will increase the quantities of certain hygiene supplies provided to individuals with children under three years old.
