Torosyan Provides Details on Housing Support Program for Displaced Persons from Artsakh

During today's government session, a number of important decisions were made. This was announced by the Minister of Labor and Social Affairs of Armenia, Arsen Torosyan, on his Facebook page.

A social support program will be implemented to assist families from separate groups displaced from Artsakh with housing. Partial reimbursement of rental payments will be provided for 120 months, amounting to 40,000 drams per month for each family member.

The program is available to individuals registered on the waiting list for public housing in the state social housing fund, who do not have rights to acquire an apartment or a house from a constructed building or have not received or have canceled the certificate for purchasing or building a private residence. Eligible families must consist solely of members with permanent disability of the 1st or 2nd group, or individuals aged 60 and above, where the sum of their ages is 115 or more for two members, and 175 or more for three members.

Additionally, a self-employment promotion program will be implemented for those displaced from Artsakh who have acquired or built housing under the state housing support program and have not been tax payers for the last three months. Support will be provided in the following directions:

• Business training courses up to 300,000 drams;
• Business mentoring for 12 months (averaging 10 hours per month) at 60,000 drams per month;
• Grants for the implementation of business initiatives covering 70% of the planned funding, but not exceeding 2 million drams.

Furthermore, the deadlines for covering other living expenses for displaced persons from separate groups, as well as additional urgent social support programs for needy families, will be extended until December 15, 2026.
