To Close the Door on Corruption, Clear Criteria Must Be Set for Leaders: Gegham Nazaryan

To firmly close the door on corruption, we must set clear criteria before each leader. If any norm is violated, the leader should not have the right to make independent decisions; they must adhere to the norms provided to them by any institution. This was stated by Gegham Nazaryan during a meeting of the National Assembly’s Commission on State-Legal Affairs.

Surens Tovmasyan, head of the Cadastre Committee, responded that they do not provide such tools to the community leaders, referring to the powers of the leaders. “The community leader has had the ability for self-legalization since the day the law determined that the community leader is the one who issues the property rights documents,” he noted. He emphasized that the community does indeed have a council, and within certain powers, they can regulate their functions.

“In my opinion, today everything documented exists that raises concern about whether the community leader can act arbitrarily,” he stated.

Addressing the layouts, Surens Tovmasyan mentioned that the perception among citizens is different. They think if they have constructed a building without permission and appealed, it must be subject to mandatory legalization. “We need to find where in this perception there is fairness and where there is an unfair understanding. In any case, there is no large community in Armenia that does not have approved micro-regional layouts,” he emphasized.
