One Person Arrested in Minor Incident in Zorakan, Another Placed Under House Arrest

The prosecutor handed over the materials of the criminal case regarding the abduction of a minor and the hooliganism committed against him by defendants H.A., M.B., T.U., L.S., and H.G. to the first instance general jurisdiction court of Tavush region on December 5, 2025, after the incident occurred in Zorakan in September 2025.

It should be reminded that on November 2, 2025, the prosecutor initiated public criminal prosecution against H.A., M.B., T.U., L.S., and H.G. for hooliganism committed against a defenseless person under Article 297, Part 2, Point 2 of the Criminal Code and for the abduction of a minor under Article 191, Part 2, Point 3.

On November 3 and November 4, motions were submitted to the first instance general jurisdiction court of Tavush region to apply pre-trial detention for a period of one month against H.A., M.B., T.U., L.S., and H.G. The motion concerning T.U. was fully granted, while the motions concerning H.A., M.B., and H.G. were partially granted for a period of 20 days. L.S. was placed under house arrest for a duration of 20 days.

During the preliminary investigation, motions were submitted to extend the detention measure for the defendants, which were fully rejected regarding H.G., H.A., M.B., and L.S. (the investigating body decided to apply an alternative measure of restriction of absence), while for T.U., the court decided to impose a combination of administrative supervision and restriction of absence as alternative measures.

Special review appeals have been submitted to the Court of Appeal against the aforementioned decisions of the first instance general jurisdiction court of Tavush region by the supervising prosecutor.
