State Land Sales to Transition to Electronic Auctions
It is planned to regulate the starting price for the auction sale of plots of land sold at low prices, as well as the provisions regarding the organization and conduct of auctions through electronic systems in the case of state and community property land sales. This was stated by the Deputy Minister of Territorial Administration and Infrastructure, Armen Simonian, during today’s regular session of the National Assembly.
The package of draft laws on amendments and additions to the RA Land Code and on amendments to the Law on Valuation Activities was discussed in the first reading. According to the proposed amendments and additions, the Government will establish additional conditions for organizing and conducting electronic auctions for land subject to alienation.
The implementation of electronic auctions for land sales will contribute to the transparency of transactions, increase public awareness, and improve the quality of service, as well as enhance the efficiency of the process of alienating state and community property land. It was noted that electronic auctions will allow the entire process to be conducted online without the need for physical presence, reducing additional costs and administrative burdens.
The upcoming amendment to the Law on Valuation Activities proposes that in cases of auction sales of state and community property land, a valuation process must be applied through a valuation organization.
