HET Saved Over 83.5 Million Dram with Just One Tender: Romanos Petrosyan
Recently, HET concluded another open and transparent competitive procurement process aimed at acquiring technical oversight services for the connection works (new connections) to the distribution network of the energy system. This information was shared by the company’s acting manager, Romanos Petrosyan.
“Four licensed companies participated in the procurement competition. Analysis of the submitted bids revealed that the most competitive price was proposed by the same company that had exclusively carried out all the technical oversight of HET’s investment projects over the years under ‘monopoly privileges.’ Moreover, HET's technical oversight work had been performed by this company for years at a price only 1.5% lower than the estimated cost. In our truly competitive and transparent competition, this company managed to be declared the winner only under the condition of proposing a price approximately 42% lower than the estimated cost (discount).
In just 2024, the company was paid over 206 million Armenian dram for technical oversight services performed at HET (with a 1.5% discount applied). Therefore, if proper competitive procurement processes had been implemented in HET and organizations had been engaged through open and transparent procedures (instead of using privileged-monopoly quotas), based solely on last year’s outcomes, we could have saved over 83.5 million Armenian dram in financial resources from the expenses incurred for technical oversight services.
