Pashinyan Presents Two Main Solutions Regarding HECS

Prime Minister Nikol Pashinyan stated that the main issue related to the HECS is its strategic direction. He reminded that two options have been discussed, which he has already publicly addressed.

According to Pashinyan, the first option involves the full state ownership of HECS through established regulatory frameworks, bringing in a professional manager to ensure the management process is under government oversight.

The second option pertains to attracting a new investor through transparent procedures, if it turns out that executing the payment intended for transferring the company to the state with public funds is not feasible.

Pashinyan emphasized that for him, the preferable option is the state ownership of HECS, but the issue has a financial component.
