Robert Kocharian on the 9th point included at Azerbaijan's request

The second president of Armenia, Robert Kocharian, spoke in an interview with Channel 5 about the differences between the November 9 statement and the Washington document. He stated, “The difference is that at the time of the adoption of the November 9 document, there existed Artsakh and the Lachin corridor, while the 9th point was included at Azerbaijan's request to ensure symmetry with the Lachin corridor. At that time, there was no logic for the corridor at all. Pashinyan consistently refused to implement that point. This led to the closure of the Lachin corridor and everything ended with the loss of Artsakh,” Kocharian said.

He added that the opposition was not demanding the cancellation of the November 9 document because, despite acknowledging defeat in the war, it provided an opportunity to maintain Artsakh. “Everyone understood that this was also an opportunity to keep Artsakh and we had to cling to that document and do everything to implement it,” emphasized the second president of Armenia.
