Archbishop Arshak's Secret Recording May Have Been Conducted by State Structures, Says Daniel Ioannisyan

The coordinator of the 'Informed Citizens Union' has stated that a report regarding the crime has been submitted, but there has been no official response yet.

Daniel Ioannisyan, the program coordinator of the 'Informed Citizens Union' public organization, does not rule out the possibility that the secret video recording of Archbishop Arshak Khachatryan could have been conducted by certain state entities. In an interview with Aysor.am, Ioannisyan mentioned that he does not have full confidence and currently lacks more detailed information.

According to him, a report regarding the incident has been filed, based on which, according to information disseminated by the Prosecutor’s Office, proceedings have already been initiated. However, the organization has not yet received any official correspondence.

Ioannisyan emphasized that the actions taken must be thoroughly investigated. 'Regardless of the purpose behind the recording, it is an illegal act. Even if the recording was made on legal grounds, its dissemination is definitely illegal,' he noted.

He also reminded that the Criminal Procedure Code mandates a quick response to reports of crimes, but in practice, these processes are often prolonged. According to Ioannisyan, in one of the organization's previous reports, they did not receive an official response even a month later.

It is worth mentioning that on October 25, the 'Armenian WikiLeaks' Telegram channel published several intimate videos in which, according to claims, Archbishop Arshak Khachatryan and his uncle's wife are depicted. To this day, no state body has confirmed whether the recording was conducted by them.
