Mr. Pashinyan, Explain Why You Are Dissolving the State Investment Platform - Papazyan

Under the directive of Prime Minister Nikol Pashinyan, the ARFI (Armenia Financed) investment platform is being dissolved, which is an exclusively online state investment system. The platform is wholly owned by the Republic of Armenia. This was reported by David Papazyan, the former director of ANIF.

“What is ARFI? ARFI is not only the first investment crowdfunding platform in Armenia but also a unique initiative globally, as its operator is the state itself. The platform was created to address a long-standing and complex issue: how to ensure a stable inflow of direct investments from the diaspora to Armenia. It was developed by the founding team of ANIF over approximately four years, with a state investment of about 700 million Armenian drams. As a result, a system has been established that every targeted government dreams of.

Some of the platform's capabilities include:

• Remote identification of investors,
• Remote account opening in a depository,
• Opportunity for diaspora investors to participate in Armenia's private and state assets,
• Fully digitized and transparent investment environment.

In 2024, it was planned to attract 3.9 billion AMD in investments for 13 approved projects, chosen from over 300 applicants. Since our team’s departure, no actions have been taken.

The philosophy of the project was based on the conviction that the diaspora should not be viewed merely as a patriotic resource, but rather as a practical partner willing to invest when there is a reliable, transparent, and modern platform.

The platform was already operational, having:

• A license from the Central Bank of Armenia,
• Over 400 registered investors.

Mr. Pashinyan, we kindly ask you to provide an explanation to the citizens of the Republic of Armenia regarding the purpose of dissolving this functioning, high-quality state investment platform,” stated David Papazyan.
