Director of Gyumri Sports School Rents Building to Indian Nationals, Investigation Concludes
Based on information received from the Armenian National Police, a criminal proceeding initiated by the Anti-Corruption Committee has revealed that the individual who held the position of director of the Gyumri Youth Sports School violated the prohibition against transferring property for third-party use, as stipulated in the contract signed with the Gyumri Municipality. This individual allowed his father, a coach at the sports school, to seize nearly half of an administrative building with an area of 109.23 square meters, which had been provided to the school without charge, and rented it out to citizens of the Republic of India as a residence from June 2024 to September 2025. The rental income was not deposited into the school's budget. Consequently, the staff and students of the sports school were deprived of the opportunity to use the seized part of the building for its intended purpose.
The investigation also found that the same official issued an appointment on September 30, 2024, for one of the school's athletes to the position of coach-instructor. However, this individual did not perform coaching functions from October 2024 to May 2025, despite a total of 310,660 Armenian drams being calculated and disbursed to him during that period.
Charges have been brought against the sports school's director for abuse of official authority, embezzlement of entrusted property through abuse of power, and committing official forgery in complicity, under Articles 441, 256(2)(2), and 445(2) of the RA Criminal Code. The total damage caused to the state was fully recovered during the investigation, amounting to 1,210,660 Armenian drams. The preliminary investigation has been concluded, and the case materials have been submitted to the supervising prosecutor with a request for approval and onward transmission to the court.
