Civil Contract Proclaims the Fourth Republic of Armenia: Pashinyan

“Civil Contract” proclaims the Fourth Republic of Armenia as a forthcoming strategic endeavor. This was stated by Prime Minister Nikol Pashinyan at the 7th Congress of the Civil Contract party.

“THE CIVIL CONTRACT PARTY DECLARATION (adopted at the Party’s 7th Congress on 20.09.2025)

“The Civil Contract party, relying on the people of the Republic of Armenia, guided by the interests of the state of the Republic of Armenia, seeking to strengthen the independence and sovereignty of the Republic of Armenia, analyzing the history of the Third Republic of Armenia, believing in and being faithful to its historical mission to serve the eternity of the Republic of Armenia, welcoming the peace established between the Republic of Armenia and the Republic of Azerbaijan, and aiming to ensure the freedom, security, well-being, and happiness of the Republic of Armenia and its citizens, strengthening the power of the people, grounded in the ideology of Real Armenia, DECLARES THE ESTABLISHMENT OF THE FOURTH REPUBLIC OF ARMENIA AS A PRIMARY STRATEGIC ENDEAVOR.

For this purpose, the Civil Contract party:

1. Will address the people to seek an extension of its mandate in the 2026 parliamentary elections for another five years, aiming to form a constitutional majority.
2. After receiving the confidence vote from the people in the elections, will initiate the process of adopting a new Constitution for the Republic of Armenia through a nationwide referendum.
3. Will rely on the principles of inviolability of the internationally recognized 29,743 square kilometers of sovereign territory of the Republic of Armenia, as defined by the 1991 Alma-Ata Declaration, both internally and externally.
4. Will actively enhance efforts for Armenia’s membership in the European Union, without contradicting regionalization and balanced foreign policy.
5. Will continue to implement the people's mandate for establishing peace and friendship with all neighbors, working to institutionalize peace and friendship based on mutual respect for territorial integrity, sovereignty, and the inviolability of internationally recognized borders.
6. Will encourage the ongoing process of the return of unlawfully seized properties through legal and community-based protective measures, deepening the fight against corruption and developing anti-corruption mechanisms.
7. Will continue democratic reforms by strengthening popular sovereignty, activating transparent, inclusive, participative, and effective governance tools, and focusing on the development of an independent judicial system and the further strengthening of other democratic institutions.
8. Will promote citizens' practices of building prosperity through education and employment, supporting substantive reforms in education and the renewal of physical infrastructure, emphasizing the systemic significance of the Academic City.
9. Will encourage inclusive, productive, creative, free, and competitive economic activities, continue to support the launched unblocking process, and provide comprehensive support for the “Peace Crossroad” project, viewing economic development as a state interest.

The delegates of the 7th regular Congress of the Civil Contract party, accepting this Declaration, kneel before all fallen heroes of the Armenian people throughout all times, believing that the establishment of the Fourth Republic of Armenia is the most reverent way to commemorate their memory and the most honorable gift to their sacrifices. Glory to the martyrs and long live the Republic of Armenia.”
