15 Minors Detained in Six Months: Details on Their Crimes Revealed

In the first half of 2025, the Investigative Committee reviewed 344 criminal cases related to crimes committed by minors (compared to 298 in 2024), of which 172 were carried over from 2024 (128 in 2023).

According to the Investigative Committee, out of the 344 cases during the reporting period, 33 were sent to court with an accusatory conclusion against 35 minors (29 cases against 32 individuals in 2024), while 92 were closed (94 in 2024), including 56 on rehabilitative grounds (38 in 2024) and 36 on non-rehabilitative grounds (56 in 2024). Additionally, 3 were sent to other bodies (1 in 2024), 19 were consolidated (12 in 2024), and 12 were registered as ongoing investigations (30 in 2024). A total of 185 cases were transferred to the second half of 2025 (132 in 2024).

From the 32 criminal cases sent to court, 2 were for murder, 6 for causing serious injury to health, 1 for robbery, 2 for theft, 1 for extortion, 2 for hooliganism, 6 related to the illegal circulation of weapons and ammunition, 3 pertaining to drug offenses, and 9 for other crimes.

A decision was made regarding 56 minors (77 in 2024) not to initiate or to discontinue criminal proceedings on non-rehabilitative grounds. During the reviewed cases, 27 minors were detained (56 in 2024), of which 17 were released from detention (46 in 2024). A motion to apply detention as a measure against 15 minors was submitted to the court (10 in 2024), with 5 fully granted (5 in 2024), 5 partially granted (5 in 2024), and 5 denied. Additionally, home detention was applied as a measure against 5 minors (2 in 2024), and administrative supervision was ordered for 1 minor.

During the first half of 2025, 39 motions were filed regarding criminal proceedings related to crimes committed by minors.
