Jrakanagan: The Worst Performance Recorded. What Has Been Done at Yerevan Municipality?

Jrakanagan newspaper writes: “Today, a session of the Yerevan City Council will take place, during which the annual report on the execution of the 2020 budget will also be discussed. This report shows what portion of the planned funds have been collected and how much of the collected amount has been spent.

Jrakanagan has noted that the Yerevan Municipality has failed to execute 36.5% of the planned expenditures for 2020, with execution standing at 63.5%. It is worth noting that no municipal authority in Yerevan has recorded such a poor performance before.

Of course, the reasons cited include the coronavirus and the Artsakh war; however, these causes do not change the essence of the failure. The commentary states: “The differences between the planned and actually spent amounts are mainly due to savings in the procurement process, partial non-fulfillment of delegated authorities, as well as the non-implementation of certain programs related to the state of emergency and martial law arising from the COVID-19 pandemic.”

Moreover, the actual revenues of the 2020 budget amounted to 73,364,346.2 thousand drams against the planned (revised) 84,941,605.9 thousand drams, resulting in an execution rate of 86.4%.

Regarding the execution of the budget in Yerevan's administrative districts, it should be noted that the lowest efficiency is in the Arabkir administrative district, with 73.6 percent, while two districts—Shengavit and Ajapnyak—demonstrate better figures, with 81.7 percent.
