There's a Provision in the Armenian Constitution That Casts Doubt on the Final Signing of the Agreement: Aliyev
The President of Azerbaijan, Ilham Aliyev, stated that nearly five years ago, during the 44-day Patriotic War, Azerbaijan restored justice, international law, and its dignity by reclaiming its lands. Following that, a certain vacuum arose in the process as mediators were unsure of the next steps.
“And again, it was Azerbaijan that proposed to start the peace process with Armenia. I reiterate, we were the ones who initiated the negotiation format. We also presented a draft peace agreement. Essentially, the document initially signed on August 8 in Washington is based on the Azerbaijani version of the vision for the regulation of interstate relations between Armenia and Azerbaijan.
As I said, the negotiations lasted several years and concluded in Washington with the active support of President Trump and his team. I believe this truly signifies the end of the conflict, the end of the war. An official peace agreement has not yet been signed for one specific reason: the Armenian constitution still contains a provision that casts doubt on Azerbaijan's territorial integrity.
As far as we understand, they will make an amendment. And once this constitutional amendment is made, once the territorial claims against Azerbaijan are removed, an official peace agreement will be signed. However, the fact that Azerbaijan and Armenia have initialed this document at the White House in the presence of President Trump already signifies the end of a war that has lasted intermittently for over thirty years. This opens up entirely new opportunities for the South Caucasus region and the broader regions of Central Asia and the Middle East,” the Azerbaijani president noted.
