Pashinyan Publishes Text of the Signed Declaration

Today, at the White House, we signed a joint declaration between the President of the Republic of Azerbaijan Ilham Aliyev, President Donald Trump, and myself following a trilateral meeting in Washington, D.C. This was reported by Prime Minister Nikol Pashinyan.
The text of the declaration is as follows:
“We, the President of the Republic of Azerbaijan and the Prime Minister of the Republic of Armenia, meeting on August 8, 2025, in Washington, D.C., announce the following:
- We, along with President Donald J. Trump, witnessed the preliminary signing of the text of the agreement on the establishment of peace and inter-state relations between the Republic of Azerbaijan and the Republic of Armenia, by the foreign ministers of the Parties. Accordingly, we acknowledged the necessity of continuing further actions towards signing and final ratification of the Agreement, and emphasized the importance of maintaining and strengthening peace between our two countries.
- We also witnessed the signing of a joint application addressed to the Organization for Security and Co-operation in Europe (OSCE) by the foreign ministers of the Republic of Armenia and the Republic of Azerbaijan regarding the resolution of the OSCE Minsk process and associated procedures. We call on all participating states of the OSCE to accept this decision.
- We reaffirm the importance of opening communications between the two countries for domestic, bilateral, and international transport, based on the respect for state sovereignty, territorial integrity, and jurisdiction, in order to promote peace, stability, and prosperity in the region and its vicinity. These efforts will include unhindered communication between the main part of the Republic of Azerbaijan and the Nakhchivan Autonomous Republic through the territory of the Republic of Armenia, with reciprocal benefits for international and domestic communication for the Republic of Armenia.
- The Republic of Armenia will work with the United States and mutually agreed third parties to delineate the framework for the implementation of the “Trump Route for International Peace and Prosperity” (TRIPP) communication program on the territory of the Republic of Armenia. We reaffirm our determination to take all necessary measures to achieve this goal as quickly as possible.
- We accept the necessity of outlining a bright future not predetermined by past conflicts, in accordance with the Charter of the United Nations and the 1991 Alma-Ata Declaration. After a conflict that caused unimaginable human suffering, conditions have finally been created for our peoples to begin amicable relations, based on the principles of inviolability of international borders and the inadmissibility of the use of force for the purpose of acquiring territories. This reality, which is not subject to and should never be subject to revision, paves the way for closing the page of enmity between our two peoples. We resolutely reject and exclude any attempt at revenge in the present and the future.
- We express our conviction that this summit lays a strong foundation for mutual respect and the promotion of peace in the region.
- We extend our deepest gratitude to President Donald J. Trump for hosting this important summit and for the warm reception, as well as for his significant contribution to the process of resolving bilateral relations between the Republic of Azerbaijan and the Republic of Armenia.
