What Did Putin Propose to End the War?

Russian President Vladimir Putin has proposed to discuss with the USA, European countries, and Russia's partners the possibility of establishing a temporary international administration in Ukraine under the auspices of the UN, reported TASS.

“In order to conduct democratic elections there, to bring to power a functioning government that enjoys the trust of the people, and then to start negotiations with them on a peace treaty, to sign legal documents that will be recognized throughout the world and will be reliable and stable,” said the Russian president.

According to Putin, external control would allow for elections in Ukraine and enable the establishment of a government with which Russia could negotiate and sign reliable documents. “The governance of Ukraine is determined by the country's borders and by the people. The current government of Ukraine is not legitimate; a functioning government must come to power, with which we will continue our negotiations and perhaps conclude agreements,” noted the Russian president.
