During a session of the National Assembly's standing committee, Andranik Kocharyan, a member of the Civil Contract faction, stated that 32,100 drivers have been fined 10,000 drams for talking on the phone while driving.

"When I go out in the car with my assistant, I look right and people are talking on the phone; I look left and people are talking on the phone—whether they're a taxi driver or a girl, everyone is on the phone. What are they talking about so much? Should they really be talking from inside the car? Go talk somewhere else! This is a good opportunity to add several elements. In several countries, there’s a risk of losing your driver’s license just for breaking the rules. Or what does it mean to encourage good drivers? Let's hang Mr. Torosyan's picture at every intersection and write 'Our Arsen.' Encouraging means that he doesn’t break the rules, so what is there to encourage?" said Andranik Kocharyan.
