Important Announcement for Citizens with Unreliable Loans
According to the Government Decision No. 1990-L on “The Program and Procedure for Promoting the Economic Activity of Persons with Unreliable Loans,” starting from the 5th working day after the program comes into effect—on February 7 of this year—a list of beneficiaries will be formed daily through the relevant system by the Unified Social Service, which will be sent to the Enforcement Service. After receiving the list of beneficiaries, within 3 working days, the Enforcement Service will set the amount to be seized from the beneficiary's (debtor's) salary and equivalent payments (income received within the framework of a civil contract) at 20%, unless a lower amount is set by law or the enforceable act.
The new seizure amount set by the decision—20%—will apply to the beneficiaries from the 1st of the month following the receipt of the list by the Unified Social Service and will be in effect for 24 months.
It is also announced that to be included in the list formed by the Unified Social Service, a person must submit an application only once between February 1, 2025, and January 31, 2026, either online through the website www.e-social.am, or by visiting any territorial subdivision of the Unified Social Service. As of February 1, 2025, if any loan of a borrower has been classified as unreliable by the Central Bank of Armenia at a licensed commercial bank or credit organization (with a credit active classified as unreliable for at least 3 years), and the total principal amount does not exceed 1,000,000 AMD (or equivalent currency) as of the application date, they are eligible to apply for the program, provided that they are registered as an employee according to the information in the
