For decades, we have been building that road, those ruins. I tell myself, let me see if people are using that road. I go and I see one person brought a car and dumped sand on the sidewalk, another one scattered stones on the sidewalk, and a third one is pouring concrete on the asphalt. This was stated by Prime Minister Nikol Pashinyan during a government meeting.

“When you ask a person what they are doing, they will say, 'What am I doing?'. But when you ask a local official what is going on, you see him making noise—he's a person, he brought sand, but where will he take that sand? Excuse me, but let him take it wherever he wants. This is anarchy, which is encountered in every corner,” he noted.
