You say, if they have signed it, how can it not be ratified? We have the experience with the Armenian-Turkish protocols, they were initially signed, they were signed with great fanfare, they entered the National Assembly and were not ratified either here or in the Turkish parliament.

This statement was made by Armenia's National Assembly member from the 'Armenia' faction, Armen Rustamyan, during a discussion on the ratification of the regulations for the delimitation commissions between Armenia and Azerbaijan.

“So what does this mean? They have signed it, so does that mean they must necessarily ratify it? And if you reach the point where you need to ensure this non-implementation with a notification, what does it become? We ratify it through our entire domestic process, this gains the force of our internal legislation, and it is not ratified. And you say this is nothing, and we should start from scratch,” said Rustamyan, raising the question of why they are ratifying it now.

“You have a final chance; I say this based on the interests of our state. You have put it on the agenda, at least keep it on the agenda until we see what Azerbaijan does, and only then act. If it will not be ratified, do not ratify it; if it will be ratified with reservations, address those reservations; this is what we are talking about. What are you doing here, engaging in grandiloquence and demagoguery?” he concluded.
