According to Civil Contract party member Hovik Aghazaryan, the efforts of Armenia's Ministry of Foreign Affairs and government to sign a peace treaty with Azerbaijan have put Azerbaijan in a very difficult situation. In fact, we have proven that we are ready to sign such a document regarding the peace treaty on points where there are no disagreements.

This contradiction with the reality is hard to oppose, and therefore the leadership of Azerbaijan has opted for this approach, bringing up arguments that are not serious related to the Constitution.

He made this statement in an interview with Factinfo, noting that today the head of the press service of Azerbaijan's Ministry of Foreign Affairs, Aikhan Hajizade, announced that Azerbaijan considers the signing of a peace treaty with Armenia unacceptable as long as Armenia has not made changes to its Constitution.

“This proves that for Azerbaijan, the signing of a peace treaty is currently unacceptable, and they are delaying the signing of the treaty in every possible way, hoping that geopolitical developments will unfold in a manner that creates favorable conditions for them to initiate military operations and resolve issues through force,” said Aghazaryan.

Armenia’s Minister of Justice Grigor Minasyan announced that the referendum on constitutional reforms is planned for 2027. When asked whether it is possible for Armenia to concede on this issue and proceed with constitutional changes before 2027 to sign the treaty, Aghazaryan replied negatively, citing upcoming elections where Armenian political forces need to prepare.
