Has Baku Withdrawn Its Demands to Change the Constitution? Statement from Armenia's Foreign Ministry

The question of amending the Constitution of the Republic of Armenia is an internal affair of the country. This was stated by the Ministry of Foreign Affairs of Armenia, responding to inquiries about whether Azerbaijan has withdrawn its demands concerning changes to the Armenian Constitution regarding Nagorno-Karabakh.

“The issue of amending the Constitution of Armenia is entirely an internal process,” the Foreign Ministry's response noted.

It is worth recalling that on January 19, Armenian Prime Minister Nikol Pashinyan announced that Armenia needs a new Constitution. On February 1, during a broadcast on Public Radio, he stated that it is necessary to regulate our relations with the declaration. According to him, if the decision on the reunification of Nagorno-Karabakh and Armenia is based on the framework of national policy, it means that there will never be peace.

On the same day, February 1, Azerbaijani President Ilham Aliyev stated that a peace treaty between Baku and Yerevan could be signed only after changes are made to the Armenian Constitution.

The preamble of the current Constitution indicates that it was adopted based on the principles enshrined in the Declaration of Independence. The declaration, adopted in 1990, identifies as a fundamental principle the decision of the Supreme Council of the Armenian SSR and the National Council of Nagorno-Karabakh concerning reunification.
