Starting the delimitation process has been a significant challenge; it has been a major issue to bring it to the table and begin the delimitation from some point, given that there were no negotiations and the threat of war was constant. This was stated by Armen Khachatryan, a deputy of the ‘Civil Contract’ faction and vice-chairman of the Standing Committee on Defense and Security during a conversation with journalists in the National Assembly.

“One positive development was the decision to start the delimitation. Now Azerbaijan wants to start from the northern border, and we are beginning where there are problem issues, coming as far as Syunik,” he noted.

In response to the observation that Azerbaijan demanded to begin the delimitation from Tavush, the MP said, “Azerbaijan does not want to go forward with the delimitation today; it speaks to us through the threat of force. Is it not known that the military balance between us is so disrupted that we do not want to go to war today? Is it difficult to understand that when negotiations begin, we reach a consensus? Consensus is not a concession. They have said that we are starting the delimitation from here; we have agreed because it serves the interests of Armenia. This is not a matter of bravado. Today we need the peace process; that’s why we have engaged in it.”
