MP from the CNR Discusses Presence of Russian Border Guards in Nerqin Hand

Armen Khachatryan, a member of the National Assembly from the ruling Civil Contract party, has addressed the presence of Russian border guards in Nerqin Hand. He stated, “You may have forgotten that in 2020 there was a 44-day war, and after that peacekeeping forces were deployed in the territory of Artsakh. Subsequently, the Russian contingent has had movements in Syunik to address security issues,” in response to a question regarding how it came to be that Russian border guards are stationed in Nerqin Hand.

He continued, “Given the circumstances, yes, that has been the case, but now a study is being conducted to provide answers to all legal issues—who has what mandate and where.”

According to the MP, the studies will be carried out in collaboration with the Ministry of Defense, the National Security Service, and the Ministry of Foreign Affairs: “All legal issues will be examined: who has what obligation, where they can be, and where it all ends.”

It should be noted that during a question-and-answer session in the parliament, Prime Minister Nikol Pashinyan stated that there is no mandate or agreement for the presence of Russian border guards.
