This question should be directed to the Russian side: Head of EU Mission in Armenia
At the outset, we did not rule out that there could be issues related to entering Nagorno-Karabakh. This was stated by Markus Ritter, the head of the EU mission in Armenia, during a press conference held in Yerevan.
In response to a question regarding the justification for EU observers not being allowed into Nagorno-Karabakh, he noted, “This question should also be directed to the Russian side. We are in Armenia in a guest capacity as the host party. This matter should be handled by Armenia, as we do not have contact with the Russian peacekeeping forces stationed in Armenia.”
According to him, such an issue has arisen only in Nagorno-Karabakh. Earlier, in a conversation with reporters, Secretary of the Security Council Armen Grigoryan had mentioned that the EU mission does not have access to that area, where only Russia is present.
