VIDEO: I know a person who has a 700,000 dram fine but continues to drive, opposition MP

I have met a person who has a fine of 700,000 drams for not having car insurance and technical inspection. In other words, this same person has been fined multiple times within 2-3 months for the same violation and continues to drive. This was stated by opposition MP Gegham Nazaryan during the discussion on amendments to the Administrative Offenses Code of the Republic of Armenia.

He added that this individual has declared that he will not pay the fine.

In response, ruling party MP and related rapporteur Armen Khachatryan noted that the administrative body has mechanisms to collect that amount. He stated, "If the fines are not paid within the established timeframe, the administrative body sends them to the compulsory enforcement service, and if the individual has property or accounts, a lien is placed on them. The mechanism extends, but there is no place to escape." He added, "The problem is that there are people who do not have property or accounts, drive vehicles, and sometimes evade detection, but a points system is applied for that."
