There is No Future for Artsakh in the Future Plans of the PPDB: Seyran Ohanyan

In the future plans of the PPDB, there is no future for Artsakh; they have lied and continue to lie to this day. This was stated by Seyran Ohanyan, leader of the Armenia faction in the National Assembly, on his Facebook page.

“Yesterday, during the question-and-answer session with the government in the National Assembly, the Prime Minister actually avoided responding to my question. Since the question-and-answer format did not allow the questioner to present their concluding remarks, and the last word is left to the respondent, I find it necessary to note:

  1. The Prime Minister, as always, avoided mentioning Artsakh, the Republic of Artsakh, and the right to self-determination, fearing to openly acknowledge the fact of Artsakh's self-determination based on Soviet law.
  2. Thus, he also confirmed that the current Armenian government has no strategy regarding the future of the Republic of Artsakh; their 'strategic task is to strengthen the statehood, sovereignty, and independence of Armenia,' and their plans have no future for Artsakh.

This raises the question: why did they promise in the National Security Strategy program that 'the Republic of Armenia, as a guarantor of Artsakh's security, supports the authorities of Artsakh in protecting their population from Azerbaijan's military aggression and coercion; the Republic of Armenia will prevent any new attempts at the extermination or forced displacement of the population of Artsakh'?

Why did he go to Artsakh and declare that 'Artsakh is Armenia, period'? Why was he dancing in Shushi when just months later, he would decide on behalf of the people of Artsakh and surrender Artsakh by signing the document of November 9?

He undoubtedly wanted to show the world that he is the leader of the Armenian people, but due to his ignorance, he handed over and depopulated Artsakh and is still trying to smoothly avoid responsibility, wishing to silence all those who remind and will remind: - who was in power when the war started in 2020, - who signed the November 9 document in 2020, - who ordered to withdraw Armenian troops from the positions they held when the first point of the signed November 9 document states: 'The parties shall stop at their occupied positions,' - who gave that order, ignoring that every square centimeter of land would later serve as the basis for delimitation and demarcation from 2020 to 2023, - during whose leadership Azerbaijani troops unimpededly invaded the sovereign territory of the Republic of Armenia and positioned themselves as it suited them from 2020 to 2023, - in whose governance years did Azerbaijan blockade Artsakh and completely depopulate it by carrying out openly genocidal and ethnically cleansing policies from 2022 to 2023.

The answer is evident—a clear reality, an axiom: from May 2018 to today, they—the PPDB—are in power, and they are the supreme responsible party.

  1. Yesterday, in response to the indifference of the current Armenian government towards Artsakh, the Prime Minister countered with one word—'ingratitude'—perhaps trying to exploit the social support that the Republic of Armenia has provided to our compatriots forcibly displaced from Artsakh at the moment of Artsakh's destruction and post-destruction. However, that support belongs to neither him nor the government but to the entire nation, financed by the people's taxes and donations.

In fact, the Prime Minister, by not fulfilling his promises—presenting Armenia as the guarantor of Artsakh's security—today attempts to compensate with social programs. Now, who is the ungrateful one? Undoubtedly, it is one who not only makes promises and fails to deliver but also refuses to acknowledge their own words.

From this, a clear conclusion arises—the PPDB has a future; in its future plans, there is no future for Artsakh. They have lied and continue to lie to this day, while in the created catastrophic situation, they should have admitted their mistakes and either stepped down if they understand what dignity means, or consistently implement a strategy in the mentioned directions:

  • The Nagorno-Karabakh conflict is not over; Azerbaijan, through its criminal actions, has deepened it and must bear strict responsibility according to international norms,
  • The subjectivity of Artsakh must be preserved through the activities of all institutions, paying special attention to the status of the people of Artsakh and the issue of return,
  • Negotiations have no acceptable alternative in an accepted format.

The issue of Artsakh is not closed, and the authorities responsible for the development of its resolution strategy are the governments of the Republic of Armenia and the Republic of Artsakh. Any compromise here would be disastrous for Artsakh, and the stigma of being the one who handed over and depopulated Artsakh will forever remain on the face of today's Armenian government, recorded in the millennial history of Armenians.
