VIDEO: Why the Salaries of Artsakh State Employees Have Not Been Fully Paid, Says Minister
The Minister of State of Artsakh, Arthur Harutyunyan, gave an interview to Artsakh Public Television. He mentioned that all constitutional bodies in Artsakh continue to occupy their positions on a public basis together with their leadership.
“At this moment, the Artsakh government is unable to implement any programs because, in the absence of financial resources, we cannot realize them. The regulations concerning education, social issues, and others for our compatriots are provided by the government of Armenia, which has assumed all responsibilities. We have an agenda for cooperation in various formats, meetings, and discussions, and we are managing to address the issues of our people and residents, presenting them to the government of Armenia in the form of proposals so that we can alleviate those concerns or make the programs more effective,” he stated.
According to the Minister of State, the salaries for September have not been paid in full because, at the moment of relocation, the financial resources in the treasury account constituted 85 percent of the salary fund. For this reason, the salaries have been paid in proportion to the available resources.
He noted that the final settlement of salaries for employees of state bodies in Artsakh and the dismissal benefits are currently recorded as obligations of the government of the Republic of Artsakh due to the lack of financial resources.
