Marukyan Outlines Armenia's Demands from Azerbaijan

Armenia's special envoy Edmon Marukyan has stated on his X page that, following the large-scale aggression unleashed by Azerbaijan against the ethnic Armenians of Nagorno-Karabakh on September 19, the representative of the Republic of Armenia for international legal matters filed a lawsuit against Azerbaijan on September 28, requesting the implementation of interim measures.

In his post, Marukyan details the demands made by Armenia in the lawsuit:

1. Azerbaijan must refrain from any actions that could lead to violations of its obligations under CERD.
2. Azerbaijan must abstain from any actions aimed directly or indirectly at displacing ethnic Armenians remaining in Nagorno-Karabakh or preventing the safe and prompt return of those displaced during the recent military offensive, including those who have fled to Armenia or third countries, while allowing those who wish to leave Nagorno-Karabakh to do so without obstruction.
3. Azerbaijan will withdraw its military and law enforcement personnel from all civilian establishments in Nagorno-Karabakh that have been occupied as a result of its armed attack on September 19, 2023.
4. Azerbaijan will facilitate and refrain from interfering with the entry of United Nations and its specialized agencies to the ethnic Armenians of Nagorno-Karabakh and will not intervene in their activities in any way.
5. Azerbaijan must facilitate and refrain from hindering the International Committee of the Red Cross from providing humanitarian assistance to the ethnic Armenians of Nagorno-Karabakh and cooperate with the Red Cross.
6. Azerbaijan must immediately contribute to the full restoration of public utility services in Nagorno-Karabakh, including gas and electricity, and refrain from disrupting these in the future.
7. Azerbaijan must refrain from punitive actions against current or former political representatives or military personnel of Nagorno-Karabakh.
8. Azerbaijan must not alter or destroy any monument commemorating the Armenian Genocide of 1915 or any other monument or Armenian cultural artifacts or sites located in Nagorno-Karabakh.
9. Azerbaijan must recognize and uphold the civil status acts, identification documents, and property rights and registries established by the authorities of Nagorno-Karabakh, and must not destroy or seize these registries and documents.
10. Azerbaijan must report to the Court all measures taken to comply with this order within one month from the date this order goes into effect, and subsequently every three months until the Court reaches a final decision on the case.
