CSTO has Not Fulfilled and is Not Fulfilling its Obligations Towards Armenia: Pashinyan

Due to known events, there is a certain lack or diversion of attention towards the South Caucasus, on the other hand, we have specific border issues that need to be addressed or our toolkit should be supplemented. This was stated by Armenian Prime Minister Nikol Pashinyan during the Public Television program "Interview."

"You are trying to connect the Rome Statute, the Armenian-American military exercises, even my wife’s visit to Ukraine with the border situation, your context is whether these processes will lead to border escalations," said the Prime Minister, while also noting that in September 2020, none of these processes were in place, the same was true in September 2022, but that did not prevent us from having a wartime situation on the border," he said.

Pashinyan also referred to the Prague agreement. He pointed out that it was reached after it was recorded that Russia's proposal, the Khovaev plan, is no longer relevant.

Regarding the claims of the Armenian authorities that there is no control by Russian peacekeepers in the Lachin corridor and Russia's statements that if Armenia recognizes Azerbaijan's territorial integrity, including Artsakh within Azerbaijan, and rejects the Khovaev plan, it is not appropriate to blame Russian peacekeepers, the Prime Minister responded by saying that before his step to recognize Artsakh as part of Azerbaijan, Russia had officially declared twice that Nagorno-Karabakh is within the internationally recognized territorial integrity of Azerbaijan.

At the same time, Nikol Pashinyan stated, "The Prague and all other agreements do not cancel the obligations imposed on the parties by the trilateral declaration of November 9, 2020. The 2020 declaration could not annul the Declaration of Alma-Ata from 1991, which is the de jure recognition of the independence of all CIS countries."
