Hummer Driver Found Guilty: New Details
The investigation by the Investigative Committee of Armenia's Central and Norq Marash Administrative District First Investigative Division has concluded regarding a 26-year-old driver of a Hummer vehicle involved in acts of hooliganism, property damage, driving under the influence of drugs, operating a vehicle without the right, and interfering with the lawful activities of police officers.
During the investigation, necessary investigative and procedural actions were carried out, revealing all the circumstances of the incident. It was established that the young man, on February 10, 2023, at around 10:50 PM, was under the influence of the drug methamphetamine, demonstrating flagrant disregard for societal, legal, and moral norms, while lacking the right to operate a vehicle, and engaged in hooliganism on the streets of Yerevan using his father's registered Hummer vehicle. During these actions, he damaged vehicles belonging to both the Patrol Service of Armenia’s Ministry of Internal Affairs and private individuals, resulting in substantial property damage, in addition to using violence against officials to interfere with their lawful activities.
Furthermore, the young man unlawfully acquired and possessed 0.62 grams of methamphetamine for personal use, discovered during a personal search conducted by the Central Division of the Ministry of Internal Affairs. Extensive investigative actions, searches, and interrogations were carried out during the investigation, during which the accused pointed out the location from where he had obtained the drug. Additionally, two used syringes and two used glass vials were seized from his residence, as well as one used syringe and one glass vial from the interior of the Hummer, along with two additional used glass vials.
According to the conclusion of the stationary psychiatric examination by the Ministry of Justice of Armenia, both during the offenses and currently, the young man exhibits mental/non-psychotic and behavioral disorders due to the combined use of drugs and other psychoactive substances. However, these conditions are not expressed to such an extent that would prevent him from recognizing the nature and danger of his actions, accounting for his deeds, and controlling them. Moreover, the expert conclusion indicates that when committing the offense, he was not in any temporarily impaired mental state that could inhibit his awareness of the dangers of his actions and management over them, as he was under the influence of methamphetamine.
Based on the sufficient evidence obtained, charges have been filed against the 26-year-old under Article 297, Part 1, Article 264, Part 2, Clause 6, Article 344, Part 2, Article 452, Part 3, and Article 396, Part 2 of the Criminal Code of Armenia. He has been placed under arrest as a preventive measure. The investigation has concluded, the supervising prosecutor has approved the indictment, and the materials of the criminal case have been sent to the court for substantial examination.
