Don't You Know We Dictate the Laws? Details of the Assault Incident at the Gyumri Municipality

An incident occurred yesterday at the Gyumri Municipality, as reported by Aravot.am, providing further details.

According to Varduhi G., her brother, A.G., was invited to the municipality's department of illegal constructions and land seizures for questioning and was tortured there. She stated that a premeditated argument had ensued at the municipality, during which they began to drag her brother, after which the acting head of that department, Gorr Saroyan, struck him.

Her brother became unconscious after hitting his head on the table, and the municipality staff members left him helpless and fled the office.

According to our interlocutor, the aforementioned department at the municipality declared, “We are from the ruling faction, don’t you know that we dictate the laws?”

The citizen had called the police, who suggested that he call an ambulance for assistance. He was transferred by ambulance to the Gyumri Medical Center.

Now, this story has reached the Shirak regional investigative department.

Aravot.am also spoke to Gorr Saroyan, the acting head of the illegal constructions and land seizures department at the Gyumri municipality (in the photo). Addressing the incident, he stated the following: “The citizen started illegal construction work on community-owned land, specifically a garage. Our employees entered the previous day, warned that he had committed an administrative violation, and thus we recorded it, and he was to come in to acknowledge it. The citizen started yelling that he was a sick person and would harm all of us.”

According to Gorr Saroyan, when the citizen came to the municipality, he entered not his office but that of his employees. Gorr Saroyan was not there at the time.

“I entered the room due to the citizen's shouting; he was yelling at our employee. When I asked what was going on, he yelled back about where we got our service IDs from, who authorized us, and that he would report us to the prosecutor's office. I said it was his right to report us; we had committed no crime. He also yelled that he was sick, wouldn’t live long, and said, ‘if I am not to live, why should you live? I have a hunting rifle; I will bring it and harm you and Vardges (referring to Gyumri Mayor Vardges Samsonyan - N.A.).’ I didn’t take his words seriously, and after that, he supposedly worsened. When he alerted the police, I myself heard what he was saying; he stated that the employees of the Gyumri Municipality had upset him, causing him to feel unwell. After that, I left the room, thinking that I shouldn’t be the cause of his worsening condition, and at that moment, security personnel entered the room. Afterward, his sister attempted to enter the mayor’s office, shouting and yelling, and the security personnel had to restore order. That’s the whole story. I consider it absurd to say that we pronounced, ‘We are from the ruling faction; we dictate the law.’ The law is equal for all of us, and if we have committed a violation, we will answer for it. The matter is under investigation; let them examine it, and the truth will come out,” said Gorr Saroyan.
