Sasun Khachatryan Purchases Apartment at Discount in 'Byuregh', While Criminal Case Against Developer Suspended

The President of the Anti-Corruption Committee of Armenia, Sasun Khachatryan, purchased a spacious apartment in the 'Byuregh' residential complex under construction in the center of Yerevan in February 2021. Khachatryan acquired the apartment at a significantly cheaper price compared to his neighbors, as reported by 'Infocom'.

During this period, a strange fate befell the criminal case under investigation by the Special Investigation Service (now the Anti-Corruption Committee) related to the distribution of bribes during the 2017 parliamentary elections in Vayots Dzor, which could be linked to a family member of the owner of the construction company.

The 'Byuregh' complex is located on Arshakunyats Avenue in Yerevan and includes 7 residential buildings ranging from 16 to 25 floors, comprising 1170 apartments and 815 parking spaces. Public facilities, playgrounds, and fountains will also be constructed in the area, which will feature 1.2 hectares of green space. The complex has been designed by former Minister of Urban Development, Narek Sargsyan, from Jermuk.

The construction of the complex is being carried out by 'Jermuk Group' LLC, owned by Ashot Arcanyan's family, a former MP from the Republican Party of Armenia.

The property purchase agreement for Sasun Khachatryan was signed on February 23, 2021, by Ashot Arcanyan's son, Vahagn Arcanyan, who is the owner of 'Jermuk Group' LLC. Vahagn Arcanyan is currently the mayor of Jermuk; in December 2021, he ran for local elections on the Civil Contract party’s list.

The acquired apartment is located in Block D of the complex, covering an area of 167 square meters. The contract was notarized by Ashot Arcanyan's daughter, notary Kristine Arcanyan.

According to the contract, the price per square meter of the apartment was 425,331 drams, making the total purchase price 71.1 million drams.

A comparative analysis of contracts at 'Infocom' reveals that 'Jermuk Group' sold the apartment to Sasun Khachatryan at a lower price than at least three other individuals who purchased apartments in the same block during the same month.
