Artsakh National Assembly Appeals to Vladimir Putin

Recent developments over the past few months, including statements and positions voiced by various power centers and international organizations regarding the prospects for resolving the Azerbaijani-Karabakh conflict and the future of Artsakh, have raised serious concerns in Artsakh and among the entire Armenian community.

The National Assembly of the Republic of Artsakh, expressing the collective will of the people of Artsakh, finds it necessary at this decisive moment to publicly state and acknowledge the following:

  • Artsakh has never been and will never be part of independent Azerbaijan. This principle should form the basis for the resolution of the Azerbaijani-Karabakh conflict.
  • Any attempt to annex Artsakh to Azerbaijan will constitute a gross violation of international law and an official permit for a new genocide of the Armenian people; therefore, documents in this context are unacceptable for the Republic of Artsakh.
  • Reaffirming that the Armenia-Artsakh-Diaspora trinity is one of the key foundations of all our successes, achievements, and statehood, the National Assembly of the Republic of Artsakh declares:
  • No authority of the Republic of Armenia has the right to abandon the mission of ensuring the security of the people of Artsakh or to accept any document that puts into question the existence of the sovereign Republic of Artsakh.
  • We demand that the authorities of the Republic of Armenia defend the unified interests of the two Armenian republics on international platforms, based on existing fundamental documents, in particular, the Declaration of Independence of the Republic of Armenia and the historic decision of the Supreme Council from July 8, 1992.
  • We appeal to the global Armenian community to continue supporting Artsakh, protecting the rights and interests of the people of Artsakh in various countries and international forums, thereby contributing comprehensively to the recognition of the Republic of Artsakh.
  • The Republic of Artsakh supports sustainable peace and thus the signing of agreements aimed at peace; however, the authorities of the Republic of Armenia must approach the recognition of the territorial integrity of the Republic of Azerbaijan with caution, considering the unresolved nature of the Azerbaijani-Karabakh conflict.
  • Any document or proposal that questions the sovereignty of the Republic of Artsakh and our right to self-determination is unacceptable to us, as it does not reflect historical-legal realities. The international community is obliged to respect the demands of the Artsakh Armenians, as they correspond to the fundamental principles and norms of international law.
  • Considering Russia’s historical role in ensuring peace and stability in our region and, in particular, the personal and effective involvement of the President of the Russian Federation, V. Putin, in the cessation of the 44-day war imposed on us by the aggressor Azerbaijan in 2020, we appeal to the Russian Federation to continue its commitment to ensuring the security of the people of Artsakh. To strengthen this, we propose to introduce additional political and military mechanisms, considering the existential dangers threatening the people of Artsakh.
  • Our struggle is ongoing, our position is unchanged, and it expresses the collective will of the global Armenian community, fully deriving from the principles outlined in the statement of the National Assembly of the Republic of Artsakh, dated April 14, 2022.
