What Is the Real Reason for Making the Chief of the General Staff Subordinate to Papikyan?

The newspaper 'Iravunk' reports: Defense Minister Suren Papikyan announced on public television that his ministry is undergoing structural changes, which also imply legislative changes. As a result, the Deputy Minister of Defense will become the Chief of the General Staff, meaning the Chief of the General Staff will start to be subordinate to the Minister of Defense.

This explains why a Chief of the General Staff has not been appointed for some time now, while the reality in the corridors of the Ministry of Defense presents a completely different picture.

The issue is that the current government is terrified of a possible scenario of a military coup or at least that at some point, the military elite might again demand Nikol Pashinyan's resignation. Therefore, without a Chief of the General Staff, there is no risk of such a scenario. In the future, when the Chief of the General Staff is merely a subordinate of Papikyan, all concerns of the government will be alleviated.
