Government Plans to Privatize 'Armenicum' and 'Her-Her': 'Hraparak'

'Hraparak' reports: The government plans to privatize 'Armenicum' LLC and 'Her-Her' HPP, which are 100% state-owned. The project is already in circulation. Two months ago, the shares of the companies were transferred from the Ministry of Defense to the Ministry of Territorial Administration. The goal is to "promote the effective functioning of the companies through privatization." 'Her-Her' HPP was established and handed over to the Ministry of Defense in 2017, having been separated from 'Arm-Aero' LLC, which belonged to the ministry. In the past, the press linked this transaction to Mikayel Minasian, the son-in-law of Serzh Sargsyan and Armenia's ambassador to the Vatican, as a similar transaction had already seen 'Dzora HPP,' connected to Minasian, end up under the Ministry of Defense's control.

As for 'Armenicum,' it was established on July 1, 1999, under the decision made when Serzh Sargsyan was the Minister of National Security, and was transferred to the Ministry of Defense in 2004 when Sargsyan was the Minister of Defense. 'Armenicum' continued its operations as an infectious disease hospital until 2020, providing medical services under state orders. It was then closed, and currently, laboratory tests are performed there based on private orders, with the premises leased out.
