Your Eyes Open, Azerbaijan Violates International Humanitarian Law, Do Not Remain Silent: Taguhi Tovmasyan
Azerbaijan continues its criminal actions against Armenian prisoners of war, stated Taguhi Tovmasyan, a member of the Armenian Parliament's "We Honor" faction. According to the lawmaker, more than a year has passed since the 44-day war, yet horrific cases of Azerbaijan's war crimes continue to be revealed.
"Thus, within the framework of the criminal case being investigated by the relevant department of the RA Investigation Committee, factual information has been obtained regarding the torture of prisoners of war Artur Jivani Martirosyan, who was captured with soldiers on November 16, 2021, showing inhumane and degrading treatment, intentionally causing severe suffering, and leaving an injured soldier in a helpless state without providing necessary medical assistance.
I call on international organizations to take urgent measures within their mandates to prevent Azerbaijan's unacceptable and criminal actions and to strongly condemn these and the ongoing terrorist actions that have followed the 44-day war. Azerbaijan still not only fails to return but also politicizes the issue of returning prisoners of war, turning it into a subject of political bargaining and putting forward new preconditions.
Such cases should be individually reviewed and assessed by competent international bodies, taking appropriate actions in accordance with their authorities. The international community must condemn Azerbaijan's gross violations of international humanitarian law and take effective steps to protect the internationally guaranteed rights of prisoners of war.
Mechanisms of accountability must be enforced; as long as those who commit crimes are not held accountable, the risk of similar crimes will persist, and they will continue to pose a serious challenge to international humanitarian law.
I remind you that according to the provisions of the Geneva Convention of August 12, 1949, relating to the treatment of prisoners of war, the detaining power is responsible for the treatment of prisoners of war. Prisoners of war must always be treated humanely. Any illegal act or inaction by the detaining power that results in the death of a prisoner of war or puts the health of the prisoner in serious jeopardy is prohibited and will be regarded as a serious violation of this Convention.
Prisoners of war must also always benefit from protection, particularly against acts of violence or intimidation, insult, and the curiosity of crowds. Their punishment is prohibited. Under all circumstances, prisoners of war have the right to respect for their person and honor. (...) Dear international partners, before your eyes, Azerbaijan is violating international humanitarian law, do not remain silent, act before it is too late," the statement reads.
