Armenia to Implement Nationwide Quarantine and Specific Restrictions in Artsakh, Says Artak Beglaryan
The Republic of Artsakh (RA) government plans to introduce a nationwide quarantine and specific restrictions in the coming days due to the existing risks of the coronavirus disease. This was announced by Artsakh Prime Minister Artak Beglaryan on his Facebook page.
“You are aware of how the cases of coronavirus infections and deaths have increased in recent weeks. From the beginning of the year until September, there were dozens of recorded infection cases monthly, while in October, this number reached 954, and as of November 19, it has already reached 1,294. The number of deaths from the beginning of the year until September was 17, in October it was 10, and in November it has already reached 31 (which means a total of 58 for the entire year), not counting the death cases attributed to other illnesses alongside the presence of the coronavirus,” he stated. “Currently, more than 20 people are in critical condition, while about 80 are in serious condition, and the medical system is under significant strain.”
Expressing condolences for all the losses, he urged citizens to increase their vigilance and follow safety regulations. “Yesterday, I held a consultation on preventing the spread of the coronavirus and treatment measures, where we had a detailed discussion about possible actions we could take. To date, considerable work has been done in both preventive and treatment efforts, which I have also been involved in remotely during my travel. However, the existing indicators suggest that there is a significant need to enhance the effectiveness of preventive measures.”
It is worth noting that a quarantine has been operational in Stepanakert and certain other communities since November 4. However, recent amendments by the National Assembly to the RA law on 'Ensuring Sanitary and Epidemiological Safety' have created legal grounds for declaring a nationwide quarantine.
If approved by the government, the quarantine will entail several regulations, many of which are already in effect. I would like to highlight the key restrictions proposed by health sector specialists:
- Wearing masks in enclosed spaces will be mandatory. This is one of the main conditions, and if adhered to strictly, it will save many lives, including our own and those of our loved ones.
- The number of individuals allowed to report to work will be further limited, encouraging remote and shift work.
- Mass gatherings will be restricted.
- Special attention will be paid to enforcing safety rules in public transport.
- In Stepanakert and several active hotspot areas, classes will be conducted remotely. Understanding the impact of this restriction on the education of thousands of children and families, efforts will be made to ensure that children can return to school after a week (starting November 29), provided safety regulations are observed. However, this decision will depend on the coronavirus transmission indicators.
- Additional measures will be implemented to encourage vaccination, including allowing vaccinated individuals not to attend work for at least two days. Proposals are also being discussed regarding the requirement for unvaccinated individuals to undergo regular testing, a practice that is operational in many countries effectively preventing the widespread transmission of the coronavirus.
It should be noted that restrictions are strictly temporary solutions, and the main and somewhat lasting solution depends on each individual's actions regarding vaccination and mask-wearing. The main goal of the planned quarantine and additional restrictions is to sharply reduce the high rates of infection and death so that we can bring the transmission process under control and continue our normal activities under conditions of active vaccination and adherence to safety regulations.
We understand the difficulties posed to all citizens, but we expect understanding, discipline, and patience, which will save lives, and that saved life could be yours or that of your loved one. Please remember that each of your lives and health initially depend on you, and then on the government and various authorities.
As one of the main responsible parties for the government and the quarantine, I will make every effort to ensure these measures are effective and to protect the lives and health of the population. I fully understand my responsibility and am ready to do everything in my power, regardless of various complaints and criticisms, as I am convinced that everyone, especially decision-makers in the state, must assume responsibility and remain committed to achieving results.
