Are We Constraining Our Strategic Partner or Acting in Accordance with Agreements? Government to Implement Changes: 'Zhoghovurd'
'Zhoghovurd' newspaper reports that the government is set to make changes to the law on 'State Borders'. One of the proposed amendments aims to establish that air defense forces shall utilize anti-aircraft means in accordance with the procedures set by the Government of the Republic of Armenia.
The justification states that according to Article 8 of the agreement signed on December 23, 2015, and entering into force on January 11, 2017, regarding the establishment of a Unified Regional Air Defense System between the Republic of Armenia and the Russian Federation in the Caucasus Region, as well as the stipulations of point 7 of the agreement's regulations, in peacetime, the parties reserve the right to make decisions about the deployment of their forces within the Unified Regional Air Defense System in the Caucasus Region.
As the use of anti-aircraft means has not been clearly defined for several days, the decision has been made to implement such a change. Of course, it is difficult to say whether this constrains our strategic partner or if we are acting in accordance with agreements.
