Alen Simonian's Brother's Company Wins Major Tenders

The Speaker of the National Assembly, Alen Simonian's brother, Kalen Simonian, has become the director of three companies, two of which are engaged in asphalt paving and concrete production. These companies have started to actively participate in state procurement tenders and have won contracts. Simonian holds the position of director in two companies and serves as the deputy director in one.

On February 19 of this year, "Euroasfalt1" LLC was registered in the legal entity register. The statutory capital of the newly founded company exceeds 140 million drams. Kalen Simonian has been the director since its establishment, while the shareholder is Sirush Davtyan, a resident of the Ushi community in the Aragatsotn region. Initially, Ushi's community mayor Simon Simonian was unfamiliar with the mentioned name, but later stated that there is indeed a person registered in their village, known locally as Rita.

As for his fellow villager's business interests, the mayor said it was the first time he had heard about it: "He lives in the village, but I don't know much more. Sometimes he is present in the village, other times he is not. He is not engaged in anything in the village; he does not work here. I don't know what kind of territory or business he holds—nothing about it is known in our village," mayor Simonian added.

CivilNet was able to find out that Sirush Davtyan lives alone and has no family, and "Euroasfalt1" is his first and only company. According to the tax payer search system, "Euroasfalt1" is indicated as a company engaged in real estate-related activities. No further details are available.

The other company where Kalen Simonian became a director in March of this year is "Euroasfalt" LLC, which is involved in asphalt concrete production. This company has two shareholders, Svetlana Poghosyan and Lusik Gevorgyan, who hold equal shares. The latter is registered in Novosibirsk, Russia. As of June this year, "Euroasfalt" had 21 employees and has started actively participating in the state procurement process. On June 17 of this year, "Euroasfalt" signed a contract worth 368 million drams with the Ministry of Territorial Administration and Infrastructure for road renovation works. The company will undertake the renovation of the republican highway Horum-Artik-Alagyaz in Shirak province, with payments set to commence this August according to the schedule.

Currently, another intra-community road construction procurement process is underway, with the client being the Aparan municipality. "Euroasfalt" has offered a minimum price of 239.5 million drams for this service, although a final contract has yet to be signed. Upon registering as the director of "Euroasfalt," Kalen Simonian listed the email address [email protected] for feedback purposes.

The company "TS Construction" was founded in 2019, with Marieta Avagyan, registered in Yerevan, as the shareholder, and "TS Construction" being her only company. On the LinkedIn social network, Kalen Simonian stated he is the deputy director of "TS Construction." This company is engaged in concrete production, conducting quality checks in its own laboratory and organizing supplies. "TS Construction" possesses 21 pieces of equipment and 30 specialists, with the acquired concrete mixing machines being of the Mercedes-Benz Actros brand, which have a market price ranging from $60,000 to $70,000.

Experts in the construction field and business operators say that "TS Construction" stands out from other competing companies due to the quality of its acquired equipment and consequently high production indicators, along with significant investments made in the company’s infrastructure.

The activities of "TS Construction" have been discussed by the "Fact-Checking Platform," noting that the company has received a water use permit for industrial purposes in the Shengavit administrative district for a duration of three years. Meanwhile, in 2020, a concrete production enterprise, directed by Arsen Mikayelyan, a fellow villager of the Minister of Territorial Administration and Infrastructure Gnel Sanosyan, made a donation of 5 million drams to the 'Civil Contract' party.
