The Effectiveness of the Foreign Minister is Measured by the Adequacy of the Nation's Leader in Foreign Policy, Says International Expert
International expert Suren Sargsyan made a post on his Facebook page stating: "The effectiveness of the Foreign Minister is measurable by the adequacy of the country's leader in foreign policy. If the head of state has a clear vision and principles in foreign policy, and stands firmly behind the Foreign Minister, then the minister cannot fail. Conversely, a failed leader cannot but fail foreign policy. In my latest mini-survey, participants believe that the best Foreign Ministers of Armenia have been:
- 1. Foreign Ministers of Ter-Petrosyan – 5
- 2. Foreign Minister of Robert Kocharian – 42
- 3. Foreign Minister of Serge Sarkisian – 48
- 4. Foreign Ministers of Nikol Pashinyan – 0
Note: There is a certain subjectivity regarding Ter-Petrosyan. Firstly, people do not remember his three Foreign Ministers well, and secondly, we must consider that it was during Ter-Petrosyan's presidency that our foreign policy was established. As for Nikol, as mentioned, the ministers of a failed leader cannot help but fail as well."
